A brief annotation
The advent of deposit insurance institutions in different countries was primarily due to the financial crisis and the bankruptcy of commercial banks, that undermines public confidence in the banking system and threaten its existence. The first country where system of deposit insurance was established were the United States, where in 1933, Congress signed the Act on the establishment of the Federal Deposit Insurance Corporation (FDIC). Until the mid-1990s. deposit insurance system operated mainly in the developed economies. Since the second half of the 1990s. developing world started to join them. By the end of 2003 such a system existed in 87 countries. The need to establish the Institute of deposit insurance in Russia matured under the influence of the economic crisis of 1998. It became an apparent need to create a mechanism that would reduce the negative effects of the problems in the banking sector. Back in the 1990s., there were attempts to use various insurance funds to protect small investors, to develop appropriate legislation.
